(1) Government or non-government persons, other than the employees of the forest service, may use elephants only by paying the rent at the rate specified by the Government of Nepal.
(2) The fare will be calculated from the day the elephant leaves Hattisar to the day it returns to Hattisar.
(3) To use the elephant in the conservator's office of the concerned area or in the concerned elephant shop Rs. 1.- A ticket must be applied for and the conservator or the manager may allow the elephant to be used at leisure if he deems it desirable.
(4) If necessary, the Government of Nepal can provide elephants without rent. But elephants will not be given for political work and carrying burdens.
